Teddy Riley's spot on the short list of great innovators in late-20th -century R&B is assured. Yet he doesn't devote a lot of time and energy to reminding us of his stature with over-the-top, in-your-face innovations; instead, he makes breezy, funky recordings like FINALLY, the third release from Blackstreet. The vocal quartet that paved the way for Dru Hill, 112, and other New Jack loverman groups manages to stay a step ahead of its growing competition, thanks to Riley's musical savvy. Throughout FINALLY, Riley balances flavor-of-the-moment touches like Timbaland-ish stuttering beats with old-school effects like electric keyboard runs. Highlights come courtesy of new member Terrell Phillips's gospel-rooted voice, showcased on "Misery," and a star-studded cast of guests. Mary J. Blige's powerhouse vocals lift "Drama," and Stevie Wonder's harmonica adds southern flavor to "In a Rush."
